SALEM, Ore. — On April 24th, 2014, Salem-Keizer High School baseball coach Bill Brouwer was walking back toward the dugout at his team’s spring home game when he encountered three of his players who were fighting in the stands. The fight was over a player’s cell phone. Two of the players who were involved were kicked out of the school, leaving two more players to fight their way into the stadium. The school principal asked the student who had been injured to leave the game, and it was decided that the entire high school should be canceled, but the remaining players went home.

During the fight, one player hit a student in the head with a baseball bat, causing a concussion, and he was later hospitalized. The school’s vice principal, the school administration and others all called the incident a case of “school violence.”

Salem-Keizer High School Principal Doug Lepp told The Oregonian/OregonLive in an email on Oct. 1, 2014, that he supports a “zero tolerance approach to fighting,” but he believes such a school policy would have prevented a more serious and prolonged injury, if it had been enforced.

“We need to understand that when a child shows signs of fighting and is belligerent and disrespectful towards individuals or the system, their school should always respond,” Lepp wrote. “As a result, we don’t need to put kids through ‘the system’ to punish them and they don’t need to go to a ‘cure.’

“I strongly condemn the actions that occurred in the spring practice stadium on Friday, Apr. 24, 2014,” Lepp said of the assault incident. “The two students who were physically attacked received treatment and have since been released.

“The decision to cancel the game may have been made and made unilaterally based on ‘the system.’ If such a policy had been in place then neither student and neither team would have been affected
