If you wish to have your weapon/item’s range extend beyond its natural point of balance, you can use a leveled range spells (like Fortify Magic, or the Alteration spell Alteration Distant Star). They will grant you the range that will enable all effects to be cast, including both combat and non-combat magic. There are two separate sets of abilities, a ranged spell and a spell from another spell set for melee. The spell of its set will be the one that would be used based on the actual point of balance you choose. For example, you can choose to have a ranged, but non-combat ability, then a spell to grant you the non-combat range, and so on.
