What is Lightroom?
Lightroom is the main photo editor in Adobe computers. It is an easy software to buy and learn, although it requires a little knowledge to get useful results. Photoshop Elements is a more complex app, but has the advantage of letting you select and edit photos within Photoshop, although all of the functions that apply to Lightroom are available as well. It also has the option to apply those functions to other types of files, like GIF, and there are lots of extensions that are available that provide extra features. Many of those extensions are free and other extensions can be acquired for a small fee.

The most effective way to combine Lightroom and Photoshop Elements is via the following workflow:
Import images from Lightroom. Go to Elements in Lightroom, click on a photo, go to Lightroom’s Edit menu, select the Edit > Import option in the Lightroom sidebar, choose Import from Clipboard, then Import from file.
